In storm water management, the findings asserts that rainwater should be infiltrated at the place of access instead of discharged through sewer systems. If this is not possible, then in several cases, the temporary storage (retention or buffering) of rainwater is required in storage volumes in order to protect the drainage systems from overloading and to limit their dimension.

In der Wasserwirtschaft hat sich die Erkenntnis durchgesetzt, dass Niederschlagswasser möglichst an der Stelle des Anfalls zu versickern ist. Ist dies nicht möglich, so wird in vielen Fällen die vorübergehende Speicherung (Rückhaltung oder Retention) von Regenwasser in Rückhalteräumen notwendig, um die Abflusssysteme vor Überlastung zu schützen bzw. deren Dimension zu begrenzen.
